Renters Reform Step Taken: What the New Bill Means for Landlords & Tenants

On Wednesday 22 October 2025, the landmark Renters’ Rights Bill successfully passed through the House of Commons — entering its final stage before becoming law via Royal Assent.

This landmark legislation is set to deliver the most significant change to the private rented sector in decades. Some of the core reforms include:

  • Abolishing fixed-term assured shorthold tenancies in favour of periodic tenancies.
  • Ending ‘no-fault’ evictions (under Section 21) so landlords must rely on fixed grounds to regain possession.
  • Introducing a national landlord register, new redress system, and strengthened property standards.

What this means for landlords managed by Adkins Property:

  • Already your property management and compliance are being handled by us, we’re ahead of the curve.
  • No immediate action is required. We will keep you fully informed about the next steps, how the commencement rules will apply, and when the new regulations come into force.
  • As part of our preparation, we are revisiting our fee structure and services to ensure full compliance and transparency under the new regime.

What this means for landlords who self-manage or operate partially managed properties:

  • With regulatory obligations increasing (e.g., deposit protection, redress scheme membership, landlord registration), the administrative burden will grow.
  • It is essential to review your existing processes, documentation and management systems so you are ready when the new rules apply.
  • We are happy to discuss how our Rent Collection or Full Management services can provide you with peace of mind and full compliance.

We anticipate further government announcements in the coming weeks setting out timings for when each measure will take effect. We recommend using this transitional period to ensure your property, tenancy agreements, and management practices are aligned with the new law.

In summary:
The rental market is entering a new phase of transparency, fairness and professionalism. At Adkins Property, we welcome this change because it means greater security for tenants, better standards across our properties, and stronger support for our landlords. We will continue to guide you, manage your compliance and protect your interests every step of the way.

If you’d like to talk through how this will affect your portfolio or tenancy(s), please get in touch.
